Debra Lipson

Health Policy Researcher, Analyst, and Author

Debra Lipson is a Senior Fellow at Mathematica Policy Research, Inc.  She has been a health policy analyst and researcher for over 30 years.  Her areas of interest as a researcher and analyst include: Long-Term Services and Supports, Medicaid and state health policy, and managed care for vulnerable population groups.  Lipson is the author of the Academy’s brief, Medicaid’s Role in Improving the Social Determinants of Health: Opportunities for States, released in June.

Lipson received her Bachelor of Science in Anthropology and Zoology at the University of Michigan.  She began her career working as a Health Policy Analyst for the U.S. Department of Health and Human Services.  Lipson eventually returned to the University of Michigan’s School of Public Health to receive a Master of Health Services Administration.  Since then, she has had a variety of senior-level roles for research-based institutions.  She was the Director of the Adolescent Health Project at the University Community Services of Metropolitan Detroit in the early 1980s.  She eventually moved to San Francisco and became the Assistant Director of the ElderCare Program at the San Francisco Department of Public Health.  Lipson moved to Washington, D.C. in the 1990s and worked for the Children’s Defense Fund as the Assistant Director for Programs and Policy.  She also was a Health Policy Consultant and Associate Director of the Alpha Center before serving as the Health Policy Analyst for the Pan American Health Organization and World Health Organization.  She has been a senior-level researcher at Mathematica, Inc. since 2005, where she has worked on a variety of research and projects focused on healthcare, Medicare, and Medicaid.

Lipson is the author of numerous book chapters, journal articles, issue briefs, and reports on social insurance programs.  She has been a reviewer for Health Affairs and The Gerontologist. She has consulted with the Word Bank on how public health is impacted by the international trade of goods and services.  She has also served on the Alzheimer Association’s Technical Advisory Group for a study on the state of nursing facility transition programs for older adults.  Deborah Lipson has been an Academy Member since 2015 And currently lives in Switzerland.
