Summary:
Medicare Part D prescription drug coverage is a new approach to social insurance benefits, with beneficiaries voluntarily enrolling, paying premiums and requiring beneficiaries to choose among a vast array of plans and combinations of plans. For example, in California more than 140 choices are being offered. In every state advocacy and counseling groups have been inundated with calls for help from people uncertain about whether to enroll in Part D and which plan to select. This session examines how enrollment in Part D is working and how the program could be improved.
