WASHINGTON, DC – The National Academy of Social Insurance (NASI) has elected Janice Gregory, G. William Hoagland, Christopher O’Flinn, and Jane Ross to four-year terms on its Board of Directors.

“We are pleased to add the vision and expertise of Jane Ross, Bill Hoagland, and Chris O’Flinn to the NASI Board,” said Board Chair Kenneth Apfel. “And of course, NASI continues to expand its impact and audiences under the leadership of Janice Gregory, the current President. Together these new and ongoing members bring a wide range of knowledge, insight, and experience to the board.”

Janice M. Gregory is the tenth President of the National Academy of Social Insurance. Previously, she was Senior Vice President for the ERISA Industry Committee (ERIC) and has directed legislative affairs from 1984 through 2006. From 1979 through 1983, she coordinated activities of the Subcommittee on Social Security for its Chairman, the Honorable J.J. Pickle of Texas. She was awarded the Social Security Administration Commissioner’s Citation in 1984. Ms. Gregory is a founding member of NASI and served as a co-chair for the Academy’s 12th Annual conference, "Ensuring Health and Income Security for an Aging Workforce," in January 2000. She is a contributing author to Prospects for Social Security Reform and Checks and Balances in Social Security, and is principal author of The Vital Connection: An Analysis of the Impact of Social Security Reform on Employer-Sponsored Retirement Plans and Getting the Job Done: A White Paper on Emerging Pension Issues. In 2003, she was named one of the one hundred most influential people in finance by Treasury and Risk Management magazine. Ms. Gregory holds a Master of Science in Organization Development from American University.

G. William Hoagland is Vice President for Public Policy at CIGNA. Hoagland has more than 33 years of government experience in numerous roles including public policy analysis and management and legislation development and implementation. During the past four years, he served as policy adviser and top budget aide to former Senate Majority Leader Bill Frist (R-Tenn.). Prior to his service to the Senate Majority Leader, Hoagland served on the Senate Budget Committee under Sen. Pete V. Domenici (from 1982-2003) and as the Senator’s staff director (from 1986-2003); as special assistant to the Secretary of Agriculture (from 1981-1982); and as an economist in the Congressional Budget Office (from 1975 to 1981). Roll Call, the daily publication that covers Capitol Hill, consistently named Hoagland as one of the most influential staff members on the Hill. In 2004, the National Association of State Budget Officers honored Hoagland with its Leadership in Budgeting Award. In 2002, he received the James L. Blum Award for Distinguished Service in Budgeting, and most recently, Hoagland was inducted as a Fellow into the National Academy of Public Administration. He attended the U.S. Merchant Marine Academy and holds degrees from Purdue University and Pennsylvania State University.

Christopher O’Flinn is President of the ELM Income Security Group, Inc. Prior to this, he was President of Benefits Americas LLC, a marketing research firm specializing in coalition purchasing of employee benefits and services. Previously, O’Flinn spent thirty years with the Mobil Corporation and ATT. At ATT, he was Vice President, Corporate Human Resources, responsible for Compensation, Benefits, and Employee and Labor Relations. At Mobil Corporation, O’Flinn held senior positions in the Law Department and in Human Resources, including Employee Relations Counsel and Manager of Compensation and Benefits. He has served as Chair of the ERISA Industry Committee (ERIC), Trustee of the Employee Benefits Research Institute (EBRI), member of the Advisory Council on Pensions to the New York State Comptroller and Chair of the Conference Board Research Council on Benefits. A member of NASI since 2000, Mr. O’Flinn received his J.D. and LL.M. from New York University School of Law and a BA from Fordham College.

Jane L. Ross is Director of the Center for Economic, Governance and International Studies at the National Research Council of the National Academies. Previously, she was the Deputy Commissioner for Policy at the Social Security Administration (SSA). In that position, she was an advisor to the Commissioner of Social Security on policy issues, as well as the leader of the policy analysis and research office. She spent several years as the Director for Income Security Issues and Senior Assistant Director for Medicare and Medicaid Issues at the U.S. General Accounting Office. Prior to that, Ms. Ross was the Deputy Associate Commissioner for Policy and the Director of the Office of Research, Statistics, and International Policy at SSA. She has served as a consultant to the social security system of Bulgaria on policy analysis and strategic planning matters. Ms. Ross has written and spoken on the long-range financing of social security, the role of social security in the financial security of women and the importance of financial planning for retirement. She is a founding member of NASI and also served the “Uncharted Waters” Study Panel. Ms. Ross received her Ph.D. in economics from American University.
