Michael R. McMullanis Deputy Director for Beneficiary Services in the Center for Beneficiary Choices at the Centers for Medicare & Medicaid Services (CMS, formally HCFA). In this role, she is the chief architect of the NationalMedicare & YouEducation Program, the program to promote informed choice of coverage by people with Medicare.
McMullan’s role is key in the changing Medicare environment. The Medicare Modernization Act (MMA) will provide Medicare beneficiaries with many choices and decisions regarding their health care insurance coverage. The Center for Beneficiary Choices is responsible for policy and operations for the Medicare Prescription Drug Program, Medicare Advantage (Medicare’s private health plan program), and ensuring that Medicare beneficiaries understand and have access to their benefits, rights and protections.
Prior to her current position, McMullan served as Acting Deputy Administrator, the CMS chief policy and operations official, during the transition between the Clinton and George W. Bush Administrations. McMullan has also served as Deputy Associate Administrator for Operations and Resource Management and Director of the Office of Quality Improvement Programs within CMS. Before her tenure as a career professional at CMS, McMullan held positions with the Federal Reserve Board of Governors and the historic Ford’s Theater in Washington, D.C.
McMullan’s public service has earned several awards including the Presidential Distinguished and Meritorious Executive Rank Awards, and the Department of Health and Human Services’ Superior Service Award.
